Incorporating video into films was an important event, transpired at the 39th International film Festival in Germany in 1993, with miss Angela Hardt as Festival Director.

The decision to permit video performances was necessitated by the procurement between the film and video media, the influence of cinema on the video medium and finally the impact of video on the order films. Artist to- day are specialists in both techniques the television is quite a matured industry and the Director of the "International short Festival" wanted the video also to follow suit.
